The energy or a rotating mass.........
A flywheel, after it is set in motion has a continuing motion all its own. We cannot forget this detail.
It has been my observation, to date..... that a teter totter cannot continue a motion. Exchanging positions of a mass are just that ..... exchanging of a position, which leads us to the active participation of a FREE FALLing mass. Only a FREE FALLing mass can
gain
the extra push that is necessary to continue a rotation.
a mass in Free fall is required An exchange of position, cannot give enough energy to continue the rise of one mass against the descending of another

The WEIGHT of a single washer
The wheel has a set of rules of its own.
Careful attention to the dynamic and static balance is extremely important.
To actually get usable data I set up a mass of 5 pounds hooked to a chain. A single link of the chain is hung on the wheel from a short peg, the wheel is turned to a position where the weight is at the 3 o'clock position and released. The mass falls and a repeatable action occurs. From this setup we can see how many revolutions the wheel will make from different configurations. Making a change on the wheel can cause more revolutions or less.
This setup is an extremely effective and accurate method and is very consistent. I can make a change and drop the mass from the same position, and the wheel will tell me if I have violated its set of rules. As I record the effect of different ideas I can see if I am making progress.
My current wheel is 8 ft in diameter and will turn 93 revolutions.
The mass of the wheel can be put out of balance with the addition of a single washer. The mass of the wheel in rotation does not react like some of the ideas I had on a stationary mass. Progress is achieved through a tireless and unceasing march forward.
